MBP provided comprehensive on-site construction management, construction administration, and observation services throughout the construction phase of this project. Our team was responsible for estimating construction changes, conducting monthly analyses of the contractor’s critical path schedule, and producing regular executive-level status reports. We chaired bi-weekly progress meetings, tracked RFIs, submittals, and change order proposals, and reviewed and analyzed change orders, providing timely recommendations to the client. MBP also developed the program procedures and management plan, and acted as the primary point of contact for inquiries and concerns from contractors, City staff, and other stakeholders.

In addition, our team performed daily inspections of all work in progress, maintained detailed records and daily logs of completed work and pay quantities, and reviewed and certified the contractor’s monthly payment requests.

The project involved the complete construction of a new, three-story public safety operations building, totaling approximately 51,150 gross square feet. The facility houses the Offices of Emergency Management, the Emergency Operations Center, the 911 City Call Center, the Emergency Communications Center, the Department of Information Technology Data Server Room, and staff and support areas. Additional features include perimeter security enhancements such as anti-ram knee-walls, bollards, landscape elements, and a secure service yard. The project also incorporated site development, hardscapes, and landscaping, and provided parking for approximately 140 staff vehicles and 60 visitors.

“The City of Chesapeake appreciates MBP’s support in delivering this state-of-the-art building and assuring it will be a key facility for the Hampton Roads region for years to come.”
Wilbur W. Hogge, PE
Facilities Design/Construction Manager
The City of Chesapeake

Mr. Hogge went on to say, “From the initial constructability review through substantial completion, it was a pleasure dealing with MBP professionals on this project. Your team was attentive to our needs, realistic and candid with your advice, and always willing to go the extra mile in all phases to ensure quality completion of each task. This project was a high-visibility project for the City, and we are convinced that the project would not have gone as smoothly and achieved the success it did without MBP’s partnership with the City.”
