Our History

MBP was founded in 1989 by Frank McDonough, Charlie Bolyard, and Blake Peck, three engineers who shared the vision of building a professional construction management consulting company based on six core values.

Over the years, the MBP Team, our client base, and our resources have all steadily grown, but our commitment to our core values remains the same. Today, MBP has multiple offices serving clients throughout the United States and overseas.

Frank McDonough, PE

Frank McDonough has more than 50 years of construction and engineering experience in heavy construction (power, transportation, utilities, and marine facilities) and buildings (hotel, office, and military facilities) to include 17 years working directly for contractors as field engineer/superintendent, project engineer/manager, and chief engineer. His work for contractors included bidding preparation of subcontracts, temporary works engineering, CPM scheduling, project management, and disputes resolution. As a co-founder of MBP, the majority of his time was spent providing expert testimony, performing detailed claim analyses, and preparing reports. More recently, Frank refocused his efforts and alternative approaches to resolution of construction disputes, both domestically and internationally, as member or chair of disputes adjudication or review boards, and serving as arbitrator, mediator on third-party neutral.

Charles Bolyard, Jr., CCM, PSP, CFCC

Charlie Bolyard has more than 46 years of construction management experience including serving as an inspector, estimator, scheduler, senior field engineer, project engineer, and project manager for owners, contractors, and consultants. Since co-founding MBP in 1989, Charlie has been instrumental in the firm’s continued success and has delivered value on a diverse range of professional services including CPM scheduling, cost estimating, program and project management, constructibility review, delay and impacts analysis, damages analysis, construction claims evaluation, expert testimony, litigation support services, and mediator and third-party-neutral in resolution of construction disputes. Charlie continues his involvement in MBP’s activities focusing on client projects, client relationships, and mentoring.

Charlie is an active member of AACE International (AACE) and was named a Fellow in 2010. He currently serves as Chairman of the AACE Certification Board, following his term as President in 2017-2018. He is a member and was also inducted into the College of Fellows for the Construction Management Association of America (CMAA) in 2011.

Blake Peck, PE, CCM

Blake Peck is a nationally recognized expert in construction and program management. Blake is a co-founder of MBP with experience that includes seven years of design and construction management for the U.S. Army Corps of Engineers and as a construction management consultant on numerous large construction projects since 1984. He has managed diverse claims analysis assignments for owners and contractors and has provided extensive cost estimating services to government and private agencies in support of their capital programs. Blake has also performed CPM scheduling services on more than $16 billion in projects to include providing both instruction to and expert testimony on behalf of municipal, state, and federal agencies. Blake continues to be involved in the operations of the business focusing on client work, client relationships, and mentoring.

Blake is an active member of the Construction Management Association of America (CMAA). He served as the National Chair from 2001 to 2002 and served on the Construction Manager Certification Institute’s Board of Governors from 2004 to 2006. He was inducted into CMAA’s College of Fellows in 2005 and served as its Chancellor from 2015 to 2017. Blake was elected to the National Academy of Construction in 2016.
