MBP provided comprehensive construction management and inspection services for all phases of the project. Our responsibilities included quality assurance inspections, construction administration, CPM schedule reviews, change order evaluations, and full project documentation in compliance with VDOT LAP manual requirements. MBP also developed and managed the project’s PMIS SharePoint site, facilitated weekly progress meetings, coordinated with City staff, and provided drone photography and project reporting. Working collaboratively with the contractor, MBP identified and implemented improvements to the construction phasing, resulting in significant schedule gains. Additionally, we monitored the contractor’s quality control materials testing program, applied earned value management to track project performance, reviewed work site safety, and resolved issues efficiently in coordination with project stakeholders.

The project involved the two-phase replacement and rehabilitation of a 1,200-foot bridge over the Elizabeth River. Phase one included demolishing the existing northbound lanes and constructing a new concrete bridge with bulb-T girders and a post-tensioned center span. The substructure consisted of bents and piers with columns in the deeper sections of the river. Phase two focused on rehabilitating the southbound bridge and completing most of the 16-inch waterline installation. Rehabilitation work included beam end repairs, pile jacket replacements, concrete crack repairs, bearing and guardrail replacements, deck resurfacing, steel girder repairs, and painting. As a state-funded project, all construction documentation adhered to VDOT LAP requirements.
