
Belmont Bridge Replacement Project

MBP provided comprehensive construction management and inspection services for the Belmont Bridge Replacement project in Charlottesville, Virginia. Our team implemented the Construction Quality Assurance Plan (CQAP), reviewed and monitored the contractor’s baseline schedule and updates, and facilitated scheduling meetings to ensure progress. MBP conducted daily site observations, testing, and inspections, and led preparatory inspection meetings to confirm coordination and understanding of upcoming work.
We maintained all project documentation, including Daily Work Reports, the Project Diary, and the Materials Notebook. MBP coordinated Independent Assurance/Independent Verification (IA/IV) testing with the City and VDOT managed submittals and RFIs and provided regular status reports. We also addressed inquiries from the contractor, utility owners, and impacted citizens and businesses.
MBP reviewed and made recommendations on monthly pay applications and potential change orders, including schedule impact analysis and independent cost estimates. At closeout, we verified all project records and supported an independent audit.
The project included constructing a new 236-foot, two-lane bridge over the Buckingham Branch rail lines and Water Street, with bike and pedestrian lanes, MSE retaining walls, utility relocations, paving, grading, and drainage. Managed as a City Locally Administered Project (LAP) with VDOT oversight and designated a Project of Division Interest (PoDI) by FHWA, the project required close coordination with state and federal agencies throughout delivery.
