MBP provided construction management and owner representation services for the redevelopment of the Water Street Parking Deck in Wilmington, North Carolina, delivered through a public-private partnership (P3) model. Our team supported the city throughout design development, coordinated project scope among stakeholders, and assisted with negotiating the final GMP contract.
During pre-construction, MBP’s services included scope definition, design and constructibility reviews, budget development and tracking, and coordination with adjacent capital projects. In the construction phase, we provided full-time, on-site P3 advisory and construction management support. Our responsibilities included scope validation, schedule reviews, pay application and cost management, quality control verification, submittal and RFP audits, and change management oversight. Leveraging our expertise in estimating and scheduling, MBP identified over $2.2 million in savings opportunities for the city.
A highlight of this project was the recovery and acceleration of the construction schedule. Following delays caused by Hurricane Florence, MBP worked with the team to take the project from an excavated site to the top-out of the first 13-story tower in just ten months through an interactive, collaborative approach.
The project includes a public parking deck with approximately 409 spaces and a private development with 170 residential units and 25,633 square feet of commercial space. Successful execution required close coordination with the developer’s design-build team and the city’s departments, as well as the management of multiple adjacent infrastructure projects.
