MBP Welcomes Jim Brown as Military Market Leader
We are pleased to welcome Jim Brown, PE, PMP, CEM, to MBP. Jim brings over 30 years of leadership experience in federal facilities, infrastructure, and complex capital programs. In this role, Jim will support MBP’s work with military and other defense-related organizations, providing strategic insight across program delivery, facilities planning, risk management, and operational performance.
Jim joins MBP after a distinguished career leading large-scale federal programs for the U.S. Marine Corps and Navy. Most recently, he served as Assistant Chief of Staff and Regional Director for Facilities, Energy, and Environment for Marine Corps Installations Command East Region, where he oversaw $39 billion facilities and infrastructure portfolio spanning six major installations. His responsibilities included managing major military construction programs, utilities and energy initiatives, environmental programs, and housing operations across more than 31,000 facilities.
Throughout his career, Jim has led organizations responsible for disaster recovery, mission-critical construction, and delivering enterprise-wide programs. He previously served as Officer in Charge of Construction for NAVFAC’s Hurricane Florence Recovery and F-35 infrastructure programs, where he established and led a multi-billion-dollar recovery and modernization effort. His leadership has been recognized for advancing program risk management practices, strengthening safety performance, and improving fiscal accountability, including achieving a first-of-its-kind unmodified audit opinion within the Department of Defense.

Jim holds a Master of Engineering in Environmental Engineering from the Massachusetts Institute of Technology and a Bachelor of Science in Environmental Engineering from the University of Central Florida.
