City of Lynchburg Combined Sewer Overflow Project
Lynchburg, VA
MBP provided project inspection and clerk of the works services to the City of Lynchburg for a multi-year infrastructure improvement project. The work included upgrades to the treatment plant headworks, a new four-million-gallon storage and disinfection facility, a new warehouse, and enhancements to the main electrical switchgear and backup generator systems.
MBP served as a full-time third-party owner’s representative throughout the project, supporting the City’s project manager, contractor, and engineers. The team assisted with analyzing contract controls, providing recommendations on changes in scope and schedule, and ensuring compliance with contract requirements and industry best practices.
MBP also conducted multiple Time Impact Analysis (TIA) reviews to assess schedule delays and minimize potential claims. Through careful evaluation, the team identified and rejected unjustified time extension requests, helping the City avoid unnecessary costs and reduce general overhead expenses. MBP’s involvement contributed to the project being completed under budget while providing cost-effective oversight and ensuring successful project delivery.
