Mr. Payne has over twenty years experience in construction management and design, with a wide variety of experience including construction field management, inspection, CPM scheduling, and cost estimating. Specialized experience in resolution of construction disputes, including analysis of delays. Has provided expert testimony on highway and building disputes. Trained as a mediator for the resolution of conflicts. As Regional Manager for the Washington, DC Metropolitan region, oversees a variety of building and transportation programs, providing direct client coordination and quality assurance for a staff of 50 construction professionals.
