MBP was founded in 1989 by Frank McDonough, Charlie Bolyard and Blake Peck, three engineers who shared the vision of building a professional construction management consulting company based on six core values:

MBP continues today, as it was at its founding, being dedicated to helping construction industry clients to enhance the quality of their projects while building on schedule and within budget.

Since 1989, the MBP Team, its client base and resources have all steadily grown. Today it is well established, with multiple offices serving clients throughout the United States and overseas.

Engineering News-Record has consistently ranked MBP one of the Top 100 Construction Management firms in the country. MBP has also been recognized repeatedly by the Society for Human Resource Management among the Top 25 Best Places to Work nationwide.


About the Founders


Frank A. McDonough, PE

Frank has worked for heavy construction contractors in the US and abroad and is an internationally experienced program and project manager, proficient in all aspects of construction management. With more than 35 years of progressive, successful management experience in diverse, performance-oriented organizations, Frank is a problem solver, dynamic leader, and crisis-tested decision maker. Frank is a recognized construction expert witness and project neutral consultant experienced in all aspects of claim analysis and dispute resolution to include court and board testimony, mediations, international arbitrations, and dispute review or adjudication boards. Frank continues his work as a consultant with MBP and, as Chairman Emeritus, provides insight and mentoring at all levels of the MBP Team.



Charles E. Bolyard, Jr., PSP, CFCC

Charlie Bolyard, Jr. has over 35 years experience providing construction management services to owners, contractors, A/E firms, and sureties and insurers. He has represented public and private owners in various construction management capacities on mass transit, light rail, heavy highway and bridge, process and treatment plants, infrastructure, and facilities projects. For contractors and subcontractors, he has served as estimator, scheduler, project manager, field engineering supervisor and trade contractor coordinator on complex civil works and infrastructure projects. For sureties and insurers he has evaluated costs and time to complete projects, managed completion of problem projects, and analyzed claims for additional cost and time of performance. With extensive experience in CPM scheduling, cost estimating, bidding, cost confidence, constructibility review, on-site and program management, risk management, construction claims analysis, expert testimony and dispute resolution he has provided testimony related to construction performance and claims in state and federal courts, the Court of Federal Claims, boards of contract appeal, and arbitrations. Charlie also serves a mediator and third party neutral in the resolution of disputes arising from construction projects. Charlie is active in AACEI, serving as co-chair of the Government Liaison Committee and as a member of the North American Marketing Committee, is a past Regional Director and serves as a Director for the National Capital Section. As MBP's Chairman and CEO, Charlie is actively involved in MBP's strategic initiatives and planning for continuing growth.



Blake V. Peck, PE, CCM

Blake Peck has more than 30 years experience in construction management at both the program and project levels, CPM scheduling, inspection, cost estimating, and contract administration on bridge, road, building, civil, and military projects on over $10 billion in construction value. He has managed many claims analysis assignments for owners and contractors and performed claim/delay analysis on behalf of municipal, state and federal agencies. Blake has provided expert testimony with respect to costs of construction, delays, and standard of care for construction managers in arbitrations and before boards and courts. A nationally recognized expert in construction and program management, he is a leader in the Construction Management Association of America's (CMAA) efforts to promote quality management within the construction industry. Blake served as National President from 2001 to 2002, was inducted into CMAA's College of Fellows in 2004, and served on the Construction Manager Certification Institute's Board of Governors from 2004 to 2006. As President and COO for MBP's operations, Blake is a major participant in the firm's in-house quality management program, business development, and strategic initiatives.
